HellFourTails Lvl 4 Skill

I've hunted HellFourTails from Infernal Paradise Isles for about 10 times now, still didn't get any Level 4 skill upgrade as Level 194 Tao. The other two subs from Infernal Zuma and Infernal Desert I got the skill upgrade first try both times. Does anybody know if this boss drops a level 4 skill for Tao or just bad rng?

Reporting back. Got Cleanse after another 5 tries so a total of about ~15 kills. So if any noobs like me wondering, it's not a guaranteed drop/upgrade.

I've killed the HolyDevil more than 30 times yet I've still not had Innersight! some times you get lucky had Nurture from my first Orog and Visionary from my second Warlord.

Was introduced with Elysium, 190-195 iirc, or perhaps 195-200.
