HellFourTails Lvl 4 Skill

I've hunted HellFourTails from Infernal Paradise Isles for about 10 times now, still didn't get any Level 4 skill upgrade as Level 194 Tao. The other two subs from Infernal Zuma and Infernal Desert I got the skill upgrade first try both times. Does anybody know if this boss drops a level 4 skill for Tao or just bad rng?

Reporting back. Got Cleanse after another 5 tries so a total of about ~15 kills. So if any noobs like me wondering, it's not a guaranteed drop/upgrade.
