Iv checked all blacksmiths but im unable to locate where to take for upgrading, Could you shine some light on this please will be good for other for future also.
 
It’s a peddler, but no I have not tried, normally you need a blacksmith and these weapons were ingame before the cave.
 
I went and checked everywhere too for the armour upgrade , but xarris found the npc hiding inside a house , maybe check the blacksmiths house ? :)
