Sudden Low Exp Rate

Context: Lvl 165 Tao, hunting in Savage Wastes.

Yesterday I've been hunting for an hour or two in Savage Wastes and was consistently getting about 30-40k exp per mob. I had plenty of resting exp pool, subscription, hunt potion, and Tao's exp increase buff. However, when I logged on today with the same buffs and went to Savage Wastes, all of a sudden im getting only 2k-3k per mob. Is there a cap or something I don't know about? Or could this be a bug?
 
There are a few things that can affect it, but none should be as extreme as you're describing

All mobs have a base exp value, which is multiplied by your exp rate (you can see it on the STATE tab on your character window) then a level-range multiplier takes some away if you are out of range.

The level range multiplier starts at 11 levels (0.95) and goes on an S-curve scale up to 20 levels (0.05). So for example if you're level 165, you get max exp for any mob level 155 or above. A level 154 mob is 11 levels below you so will be multiplied by 0.95 (slight reduction) and any mob 145 or below will get the max reduction (multiply by 0.05).

In Savage Wastes the mobs there seem to be in the range of 151 up to about 165. So you'd expect to see a bit of a reduction for mobs level 154 and below at this point, but it wouldn't account for such a huge difference as you've noticed.

Other common things you seem to have already covered, checking your enlightenment, potion, subscription etc.

There was also a lunar event on very recently, which gave a 15% global exp buff, but that doesn't really account for such a jump either.

Do you find the same exp drop in other places with similar level mobs, or only in savage wastes?

It was the same 2-3k exp per mob in my helping hero's quest too, similar level mobs to Savage Wastes. Scared me right outta that cave.

Good news is that after a few restart attempts, the exp rates are back to normal. Strange... guess it was some server-side bug maybe? Pity I wasted today's helping hero.
