Maybe someone can help but I don't think anyone is actively playing p69 any more. You should definitely create a character on Arcadia instead, it's a lot more active and you'll have other players to interact with

You can repair them in Sabuk wall, should be an npc in middle that repairs belt and boot, unfortunately you cannot special repair them though.
