Quick fix before reboot

Hi, I have a level 91 Tao and have tried to learn the Skill Confusion.
I have all the 15 missing pages and the confu part.
the message says "This skill is for level 85 Taoist"

But as I said I am level 91 Taoist and still not worked.
Can you help?

Why? I think this method just adds a little something interesting to do, like a sub quest. I'd actually encourage higher skills to use a similar mechanism, just gives people something else to do I guess
