Question about Farmers Quest

I'm level 105 and completed Journey to Rebirth section of the quest, how can I unlock The reborn hero and A heroes Legacy section?

Also is Private Hunt - Aegon 341:259 bichon supposed to be missing?

Do the heroes quest. It unlocks the rest of the farmer quests and also gives you access to hero village.
Start that quest at Gi Ryoong, along at the right hand side, press V and you'll see the npc on the map. It can only be done in a group of exactly 3, no more no less, so ask around for 2 people to do it with you

Also is Private Hunt - Aegon 341:259 bichon supposed to be missing?

This was an easter event quest. The npc was removed after the event but it seems the quest is still there, it shouldn't be. Just ignore it I'm sure it'll be removed at some point
