They spawn in all instances and randomly around snowbrook. If you hunt presents around snowbrook and use them, the loot goblins in the private area drop them.
I'd say this year more than any other they have been made more accessible to players.
Don't let 1 bad experience spoil what is a pretty good event.

so unfair same place every time then pked off it
This year he is more generous on rare pets. As dean said get the presents and go to the rooms very high chances of getting a pet.
I have used over 40 small and 20 medium and 3 large still not got a pet from it

Maybe use drop pot to help you increase the chance of good drop? I know sum1 who got 2 pets so far in space of 3h....
