MissingPage and Conf.. / Vamp.. quest question

I have some MissingPage-es and a Conf.. "book".
If I remember correctly I could make these into Confusion, or Vampirism book in BW bookstore (inside).

Now I don't see an option to do so.

Am I doing it wrong, was it somewhere else, or is this quest also broken?
The NPC in the bookshop only talks about the casewrap thing. Maybe that broke the old quest?

The missing pages thing was changed years ago. I'm not sure of the status of it now but the completed books should drop ready to use
