Meditation Issue

Hi all - I just bought Meditation and quickly noticed that when I cast the skill Im not receiving any points to leveling it up. I have relogged etc and still see no progress. Not sure if this is an issue or I am missing something but wanted to see what peoples thoughts are.

Have you tried to use this spell outside of a safe zone?

To avoid littering towns with afk spell levelers, spell leveling is restricted in town centers.
