If you're asking because of the announcement that comes up in your chat box just ignore it, that npc was re-purposed over a year ago and the quests removed

On Arcadia there used to be a quest NPC in Tristam safe zone, it was there for a long time and there's a message about it that pops up from time to time, but the NPC itself was removed because nobody was bothering with the quests

Alright thanks everyone, I kept seeing the popup message and searched tristan with no luck, now I know why. I did like the quests in pj69
