My understanding is this can be used on any 180+ item? I tried to add this to my SoulweaverWarSabre+ weap level 198 and its not letting me but I can to Elysian weap. I know it says base level 180 but Ely arm and weap are not base that level only after upgrade and that can be added.
How comes I can't ? Or please make it so I can?

Edit: I can add it to my other soulweaverwarsabre 198 but not my new one. It's of balor is this the problem ?
