stuck at 0/100 i've tried everything from getting hit with shield up to standing in sz and waiting for timer to run out a whole 8mins

and it still 0/100 any help?

If you are level 105, you will probably be only able to level the skill to lvl 1 until you are higher. It should say when you look at the skill.
Also worth mentioning, you can't level skills in Safe zones except the training room in Bichon Wall.
