Critical Hit Question

I have 35 on necky and 23 on weapon, State window only 35 critical hit. I look at other players and some have more and some people have less.
Why doesn't it show 58 for my char?

can someone help me understand this please?

Probably because your weapon is dura 0 and grey mate.
