Generally speaking things normally start at 10am server time.

These events sometimes start at 2pm also

I would assume it starts at 7pm after the double supers and 30% spawn increase ends

Usually 2pm - if the buffs expires at a certain time doesn't mean that's when the event will start . The event will just override the current buff . Like Dan said 2 pm most likely .
