Best way to get skill books?

Hi.
I am a casual player, had some lvl70-is chars from a few years back.
Started some new chars, and while XP is blazing, getting skills is a real pain.

I started with the Emily quests but got stuck when I had to get the Wooma Trident, and literally lvled like 10+ lvls trying to get it.
Then I got to Bichon and gave the farmer a quest, and that gave me like 20+ lvls for only one quest, and Emily ignored me from there on.

I started another character and bought it 3 pumpkin heads. Instantly Lvled from 1 to 106, without getting any gear or skills.

Whats the best strategy to get skills?
Is there a penalty to drop rates if you are higher lvl then the mobs you kill?
Should I just powerLVL a wizz, and farm the dungeons that are supposed to drop the books?
Is it best to farm the bosses, or just tons of mobs?
(I know about the Hunters Resource, and about the list of skills and dungeons where they should drop)

Book drops are weighted towards class, so a wiz will get more wiz books etc. but level doesn't affect it

Bosses can drop but you're more likely to get a book just from clearing masses of mobs

Also keep checking NPCs around various towns as some people will sell them to shops and you might get lucky and spot a shop selling one you need

Thanks for the reply. So I have to use the class that needs the books. This is important info!

I have been checking the NPC-s and got some spells this way, but never saw any LVL100+ skills.

I wish the Halloween maps would drop some skills, because it is way better for gear drops than similar lvl caves.

You don't HAVE to, it's just when a book drops it's more likely to be for the class that got the kill, so it'll speed things up if books is all you're hunting for
