Subscription affects respawn rate in gp caves?

I've been told this before by multiple people but didn't believe em but now I'm starting to think its true.

The respawn in isles gp has always been 3 minutes after you get it below 25 mobs, it respawns. I've spent 40-50 levels in this caves across three toons. It's always been this way.

I've been stood here 15 minutes now with 0 mobs on the map and no respawn. First time without subscription.
 
There is a legacy feature "Incense" which is granted by subscriptions. It both increases spawns and reduces spawn time.

I guess it was never removed because it could negatively affect gameplay and that would create a problem to solve!

Respawns are checked at intervals per batch so it doesn't have anything to do with how many were killed (only that they must be killed to respawn!)

ie Spawn 100 Oma every 30 minutes - server checks for 100 Oma every ~30 minutes (load balanced!) and spawns the number needed to bring it up to 100
