No (S) or (M) amulets in game?

No Amulets (S) or (M) available in Woomyon, they show stock 20 on NPC but when you select no items are available to buy and the stock in Phoenix Wall are for LVL 125 and above,
Is there any where else i can buy lvl 115 amulet from?

Is this an issues or have all amulets been bought?.
 
unfortunately this seems to be a bug thats just randomly started happening , ive found tele'ing away and going back can sometimes let u buy maybe 1 or 2 amulets but other than that cant really do much
