Event 'Halloween' letter collection quest

Had all letters spelling halloween in my bag, and talked to hannibal. I got the 'quest complete' system message but no reward (creepy elixer) was in my bag.
Re-loaded: nothing. Re-logged: nothing

Anyone else experience this?
